When creating an AVI using "Custom video and audio codecs", then on my German system (Win 8.1) the small window for customizing the video compressing always shows in German, independent of the language settings of my PTE main program. In the attached image: Main program is set to English, the small window is shown in German.

Same for Open/Save window.
