Project size vs Publish size

My project options is 16:9 which I think equals 1920 x 1080.

I want to publish to mp4 and the dialog shows video of 1800 x 1200.

Should I change this to 1920 x 1080 ?

Yes, you need to set 1920 x 1080 to correctly create MP4 video.

Yes, as Igor says, for full resolution 1920x1080.  

Actually 16:9 is an "aspect ratio" not a pixel size so you "could" choose a smaller pixel size which equals  the 16:9 aspect ratio such as 1280x720  and use that, but for a larger display having the full 1920x1080 will result in the better video.
