what's the difference between types of dvd's

What difference does it make weather or not a dvd-r or a dvd+r is used for burning? (excuse my ignorance)

If you have an older DVD burner, it could be limited to the type of disc it can recognise. It usually has this info in the spec' I once bought a very expensive Sony surround sound cinema system, it wouldn't play my own produced DVD's, I had to buy a £20 cheepo from Asda that played any format of CD/DVD.

from a personal view i have found that +R disks do not play with some tv/player setups but have never had a -R disk not play

at present i am using my supply of +r dvd disks strictly for computer data file backup

Another important difference is that (some) DVD burners can reset (called bit setting) the "book type" of a +R disc so that a DVD player will see it as a DVD-ROM instead of a DVD+R. This is what commercially pressed DVDs are and they will play on any player. This cannot be done with -R discs.
